Rosine was born August 24, 1923 on the family farm east of Oxford Junction, Iowa to Joseph and Anna (Nolan) Lasack.  Her father served in France during World War I and died of tuberculosis in 1933 when Rosine was 9 years old.  Her mother Anna raised Rosine and her younger brother Paul on the farm during the hardship years of the Great Depression.  Rosine attended Oxford Junction schools, graduating in 1940, and AIC Business School in Davenport, Iowa for 2 years.  Later, she worked at Soppe Implement in Oxford Junction, where she met her future husband, Glen Albert Regennitter.
